WOTR integrated the gender element in the POP as it realised that it was essential to weave in gender in all stages and levels of the development process. It modified the pedagogy to include gender. This came to be called the "Gender Oriented Participatory Operational Pedagogy (GOPOP)". WOTR believes that enabling and empowering women as a part of the process builds the capacity of the women to actively participate and influence the decision-making process. This pedagogy is now part and parcel of the overall POP.
